The modern lottery, however, is of relatively recent origin. In fact, it wasn\u2019t until after the Revolutionary War that states began to establish them to raise funds for projects.<\/p>\n
When the state takes control of a lottery system, it can shape it as it sees fit in order to raise money for specific institutions and programs. The result is that state officials have no overall policy to guide how the lottery operates, and little or no ability to manage it for the benefit of the public as a whole.<\/p>\n
The problem is exacerbated by the fact that, as the Huffington Post notes, most people who play the lottery do so with little awareness of the odds of winning.
